Russia, US trade blame over instability in Nagorno-Karabakh region


Moscow and Washington have accused each other of destabilizing the South Caucasus region, as thousands of ethnic Armenians fled their homes in Nagorno-Karabakh over fears of ethnic cleansing.

Although Armenia had relied on a security partnership with Russia since the breakup of the Soviet Union, their relations have frayed badly after President Vladimir Putin launched the invasion of Ukraine in 2022.

“We urge Washington to refrain from extremely dangerous words and actions that lead to an artificial increase in anti-Russian sentiment in Armenia,” Anatoly Antonov, the Russian ambassador to the United States, said on messaging app Telegram.

Antonov’s comment on Tuesday follows remarks the previous day by a spokesman for the US State Department after Armenia blamed Moscow for failing to intervene in last week’s capture of Nagorno-Karabakh by Azerbaijani forces.

“I do think that Russia has shown that it is not a security partner that can be relied on,” Matthew Miller, the spokesman, had told reporters.

Thousands of ethnic Armenians had fled the breakaway region of Nagorno-Karabakh by Monday, after their fighters were defeated in a lightning military operation by Azerbaijan last week.

Baku has promised to protect the rights of the roughly 120,000 Armenians who call Karabakh home but few accept its assurances. Armenian Prime Minister Nikol Pashinyan blamed Russia for failing to ensure Armenian security.

The mass departure took place amid confusion and fear.

More than 200 people were injured in a blast at a gas storage depot on a road outside the Karabakh capital, known as Stepanakert by Armenia and Khankendi by Azerbaijan, domestic media said on Monday.

Reuters was able to pinpoint the location of the landscape, buildings and structures seen on satellite images of the fire as the region of Berkadzor, about 6 km (3.7 miles) outside Stepanakert, but was not able to verify the timing.

Washington and some Western allies condemned the Azeri hostilities, which have changed the contours of the South Caucasus, a patchwork of ethnicities crisscrossed with oil and gas pipelines where Russia, the United States, Turkey and Iran vie for influence.

Moscow has said Armenia only had itself to blame for Azerbaijan’s victory over Karabakh because it flirted with the West rather than working with Moscow and Baku for peace.

On Monday, senior US officials arrived in Armenia, making the first such visit since the Karabakh Armenians were forced into a ceasefire last week.

From 1988 to 1994 about 30,000 people were killed and more than a million, mostly ethnic Azeris, displaced as the Armenians threw off nominal Azerbaijani control in what is now known as the First Karabakh War.

Azerbaijan regained territory in and around Nagorno-Karabakh in a second war in 2020 that ended with a peace deal brokered by Moscow and deployment of Russian peacekeepers.

Turkey, which backed Azerbaijan with weaponry in the 2020 conflict, said last week it supported the aims of Azerbaijan’s latest military operation but played no part in it.

Almarai signs an MoU with the Authority of People with Disabilities to train and employ them.

Almarai Company signed a memorandum of understanding with the Authority of People with
Disabilities to train, qualify and employ persons with disabilities. This came on the sidelines of
the First International Labor Market Conference, organized by the Ministry of Human Resources
and Social Development on December 13 – 14, 2023, at the King Abdulaziz Convention Center
in Riyadh.

The memorandum was signed by the Chief Human Resources Officer of Almarai Company,
Fahad Mohammed Aldrees, and the CEO of the Authority of People with Disabilities, Dr.
Hisham bin Muhammad Al-Haidari.

“This agreement comes within the framework of the company’s social responsibility program, as
Almarai employs more than 500 people with disabilities, which is one of the most suitable work
environments for them.” Fahad Aldrees said. Pointing out that Almarai has the “Silent Line”,
which is one of its production lines that is designated for people with hearing disabilities.

It is worth mentioning that Almarai supports over 300 charity organizations annually across the
kingdom that operate in the field of community development.

Saudi Fund for Development Provides $100 Million Development Loan for the Rogun Hydropower Project

The Saudi Fund for Development (SFD) Chief Executive Officer, H.E. Sultan Al-Marshad, signed a new development loan agreement with the Minister of Finance of the Republic of Tajikistan, H.E. Kahhorzoda Fayziddin Sattor, through which SFD is contributing $100 million USD to fund the Rogun Hydropower Project, a landmark initiative that will enhance energy,
food, and water security, and foster sustainable development in the country. The signing was attended by the Ambassador of the Kingdom of Saudi Arabia to the Republic of Tajikistan, H.E. Waleed Al-Reshiadan, and the Ambassador of Tajikistan to Saudi Arabia, H.E. Akram Karimi, alongside other officials from both sides. SFD’s development loan will help contribute towards a more sustainable and equitable food and water future for Tajikistan, while driving the country’s energy transition and climate resilience. The project aims to contribute to the national energy security and will help advance sustainable
development in the Republic of Tajikistan, by providing the renewable electricity supply to meet local demand and expand electricity production domestically and regionally, producing 3600 MW of energy. The loan agreement will also finance the construction of a 335-meter-tall dam, which will enhance irrigation capabilities and bolster agricultural activities across the country. tunnels for diversion and drainage. It will also provide clean and drinkable water to people through desalination, and help advance socio-economic development, by creating both direct and indirect jobs.
Importantly, this project also supports the realization of the UN Sustainable Development Goals (SDGs); specifically, SDG 2, Zero Hunger, SDG 6, Clean Water and Sanitation, and SDG 7, Affordable and Clean Energy.
On this occasion, the CEO of SFD, H.E. Sultan Al-Marshad, said: “Today’s signing marks a major milestone in our shared journey towards a more sustainable future.
