ABU DHABI, 7th May, 2023 (WAM) — Since it was launched in 2008 by the National Emergency Crisis and Disaster Management Authority (NCEMA), the Crisis and Emergency Management Summit (CEMS) underscores the UAE's proactive approach to addressing global challenges, building a solid foundation for collective international cooperation and turning these challenges into promising opportunities for growth and development.
The summit comes under NCEMA's efforts to improve the UAE's emergency response and safeguard its security and stability.
With CEMS 2023 in Abu Dhabi taking place on 9th and 10th May, 2023, under the patronage of H.H. Sheikh Tahnoun bin Zayed Al Nahyan, Deputy Ruler of Abu Dhabi and National Security Adviser, the previous six editions presented future visions on how to manage crises and prepare in advance to confront them.
The CEMS is one of the critical initiatives of the NCEMA through which it sought to build constructive and sustainable partnerships to establish a high level of awareness and culture to respond to incidents, emergencies and crises.
This year's edition differs from all previous editions with its transformation into a major summit centred on uniting global efforts and advancing strategic and operational discussions that impact its attendance and visitors.
With the theme "Abu Dhabi 2023," the seventh summit will bring together experts worldwide in emergency, crisis, and disaster management. It aims to enhance readiness, encourage global collaboration, and explore the future of emergency and crisis management amid increasing threats and risks. Abu Dhabi 2023 aims to:
– Create a global platform to strengthen partnerships and international cooperation, share experiences in emergency, crisis and disaster management, and discuss critical global challenges and trends.
– Consolidate resilience by highlighting best global practices in emergency, crisis and disaster management.
– Foreseeing and assessing possible future risks and overviewing possible developments to strengthen global preparedness and response to transboundary crises and emergencies through a synchronised and coordinated international cooperative approach.
– Reflect the UAE’s position and highlight national capacities, specialised cadres and the unique UAE emergency and crisis management model.
Organisers say the two-day summit will emphasise the UAE's role in strengthening international cooperation in the sector, discussing the future of emergency management, and integrating new technologies, such as artificial intelligence, to reduce the impact of disasters and crises and credit the wise leadership of the UAE for promoting modern technology and techniques in emergency and crisis management, as seen in the country's success in handling the COVID-19 pandemic.
The summit will bring together prominent experts and officials from national, regional, and global entities concerned with emergency and crisis management to discuss significant challenges facing the field, adopt global trends, and apply international standards and practices.
The summit's main agenda includes discussing non-traditional management of emergencies and crises, preparedness for unexpected crises, preparing the next generation of leaders, globalisation of preparedness and response, and community partnership in emergency and crisis management. Over six sessions, sub-themes such as foreseeing the future of emergencies and crises, behavioural changes and their impact on community preparedness, and the culture of volunteering during emergencies will be discussed.
More than 20 senior officials and prominent experts from over ten nationalities, with practical experiences and academic expertise in crisis and disaster management, will participate in the event. The summit highlights the importance of developing the emergency, crisis, and disaster management industry to meet future challenges.
The first edition of CEMS was launched in 2008, and through its editions, until 2019, it formed a leading and unique position at the international level as it is the first event of its kind in the Gulf region and the Middle East that discusses the field of emergency and crisis management.
Around 300 delegates representing 15 countries attended the inaugural summit. The speakers covered a wide variety of topics ranging from national security and counter-terrorism to preparedness, trans-border pandemics, and the role of technology in crisis and emergency management.
The 2nd Crisis and Emergency Management Conference 2010 (CEMC) addressed a range of topical issues, including crisis preparedness, environmental and industrial security, counter-terrorism, cyber security, and the role of technology, telecommunications, and media in crisis management.
The third edition (CEMC 2012) explored issues like Measuring Success in Coordinating Humanitarian Relief Operations – Latest Lessons Learned, Managing Natural Disasters; Challenges and Lessons Learned; Mechanisms to Measure the Effectiveness of Crisis Response Plans; Building the Resilience of Nations and Communities to Disasters; Effective Urban Search and Rescue – Capitalising on Interoperable GIS Technology; Role of Information in the Current Operating Environment; Understanding the Evolving Role of Social Media in Crisis Management; Managing Catastrophic Events through Unity of Effort and Facilitating Greater Business Continuity Planning through Enhanced Public-Private Sector Cooperation.
The fourth edition (CEMC 2014) was launched under the theme, “Preparedness and Response, Responsibility of All: a Vigilant Community”.
The fifth edition (CEMC 2016) was held under the theme “Innovative Approaches towards a Safe Nation”. The main focus was highlighting the latest international best practices in crisis and emergency management, transfer of international experience and introducing the latest technologies in this field.
Held under the theme "Future Foresight of Emergencies and Crises: Capabilities and Challenges'', the sixth edition (CEMC 2019) highlighted the importance of cooperation and teamwork at the national level by formulating a new future for crisis and emergency management to achieve sustainable development and preserve lives and gains. It also sheds light on the future of crisis, disaster and emergency management in light of increasing threats and risks.
